a dangerous house fire breaks out in san francisco early this morning and sends flames shooting from a natural gas line. more than 70 people have been effected by a fatal fire that happened at an apartment complex in san jose. we'll tell you about the investigation and how people are coping. still significant distance between the two sides. negotiations continue. the clock is ticking toward the midnight deadline. the frantic last minute efforts to keep the u.s. from going over the fiscal cliff. plus how bay area transit agencies hope to make this a safe new years eve. ktvu channel 2 morning news continues.

broken pipe that you will only see right here on channel 2. good morning, alex. >> reporter: good morning. this was a very tricky situation for san francisco firefighters. because not only did they have to contend with the fire that was burning inside this home, they also had to deal with a second fire coming from the curb side gas valve just outside the place. pg&e told me the fire from the home impacted the gas meter and this was not a faulty line. flames shot about 15 feel up in the air. crews had to focus on putting out the fire inside the home. eventually pg&e came in and shut off the gas line. the fire first started just before 1:00 this morning on the 100 block of athens street. four people were inside the home at the time. two people were sent to the hospital with possible smoke inhalation. the man that lives next door told me after the fire broke out someone came in telling him to get out. >> grateful. it was pretty smoky downstairs

when they woke me up. luckily the neighbors right here came knocking really hard to get us up. because you know i was caught in a fire before and i almost didn't make it because of the smoke. so i am very grateful. >> reporter: the home that caught fire this morning was heavily damaged and the fire department says it's going to be a total loss. pg&e crews meantime are out here for much of the morning. they had to dig up the roads so they could access the main gas shut off. they are now just finishing up their repair work. they should be wrapped up here soon. battalion chief told me the cause of the fire does remain a little bit unclear but they have called in an arson investigator to try to pinpoint exactly how this large fire started. live in san francisco alex savidge ktvu channel 2 news. 6:04. firefighters in san jose continue to look for answers in an apartment fire that killed a couple and their young granddaughter. janine de la vega is in san jose and tells us the red cross

is helping others that were displaced by this fire. good morning. >> reporter: good morning. i'll get to those numbers in a minute. we did get an update. people who lived in this apartment complex are in mourning. the couple who lived here were long-time residents. you can see the apartment is destroyed and completely boarded up because of all the smoke damage. this fire broke out late saturday night in the second story apartment on bridge port court. the latest numbers we got from the red cross is that 73 people were effected by the fire because of the smoke and water damage and electricity is out in the entire building. 56-year-old man and his wife and granddaughter died in the apartment before firefighters could reach them. the red cross is assisting the residents that have been displaced. >> a lot of the people had relatives they could go with. en there are some that didn't know people in the immediate area. when the red cross comes in we

shelter them and feed them. >> reporter: families came back to the apartments to gather what they could but not everyone could return. arson investigators have been interviewing witnesses and looking through the rubble to try to figure out how this fire started. but there is no word yet on a cause. reporting live from san jose janine de la vega ktvu channel 2 news. a woman accused in a fatal hit and run crash in san francisco expected in court today to enter a plea. police say 23-year-old gina uness was drunk when she hit a group of people. a 56-year-old woman was knocked down a hillside and she was killed. she is being held on $2 million bail. her lawyer says she had been studying to become a police officer before that crash. it is 6:06. three people are recovering in the hospital after a car crashed into a concord funeral

home. it happened yesterday afternoon at the concord funeral chapel on clayton road. it appears two teens were racing when they lost control and crashed their car into the building. >> literally five seconds after i had entered the side room we heard what we thought was an earthquake and turned around and saw the car careen through the front of the building. >> the teens were taken to the hospital with serious injuries. a 66-year-old man who was inside the building has a broken leg. police interviewed a second driver that may have been racing the teens but not made an arrest yet. now to continuing coverage of that looming fiscal cliff. 15 hours from right now the u.s. economy will go over that cliff unless congress and the white house can work out a last minute deal. if there is no new budget deal by midnight tonight, east coast time, income tax rates will go up for all americans. coming up at 6:15 the new

numbers that are being thrown around this morning. it is 6:07. starting tomorrow alameda county grocery stores and most other stores that sell food or alcohol cannot distribute plastic bags to their customers. in place of the single use bags stores are allowed to use paper or reusable bags but they have to charge at least a dime for each bag. customers are being encouraged to bring their own bags when shopping. restaurants can still provide plastic bags to customers. >> i'm trying to remember. >> some of the places i go they give you a discount. they give you five cents if you bring your own bag. time now 6:08. tara is back to talk about your commute. you're also telling us about free rides for new years eve. >> that is right. muni is free from 8:00 tonight until 6:00 tomorrow morning. cal tran free after 11:00. bart also offering extended

making $450,000 or more a year. but republicans were still holing out at the $550,000 mark. senate republican leader mitch mcconnell started negotiating with vice president joe biden yesterday. the two worked together in in the senate for more than 20 years. if they can come up with terms that pass the senate house speaker john boehner says they will take up the bill and either pass it or amend it and send it back for approval. >> any time you are putting a deal together, it's always the details that will kill you. you have to get the details done. there is a lot of back room operation going on right now. making sure all the i's get dotted and t's get crossed. >> congress has less than 15 hours to come up with a compromise and sweet on it. live in washington kyla campbell. meantime with all the focus on that fiscal cliff there is a new bill to preconvenient the

so-called dairy cliff on the back burner. leaders in the house and senate agricultural committees agreed to a one-year extension of the expiring u.s. farm bill. so far no house vote is scheduled. without matting that bill, the price of milk could double next month. estimates are ha gallon of milk could go up to $8 a gallon. it is 6:15. a new u.s. senate report on the attack on the u.s. consulate in benghazi blames the state department for not having a plan to rescue americans. the report says the state department failed to respond to increasing security threats in benghazi in the months leading up to the attack opinion the senate report says in the future the state department needs to decide whether they can provide adequate security for diplomats and where tit can't american personnel need to be removed. 6:16. this morning secretary of state hillary clinton is still in a new york hospital. she's been treated for a blood clot. now spokesperson for the

secretary says doctors found the clot during a follow up exam for that concussion she suffered about two weeks ago. she is 65 years old. she had a stomach virus when she fainted due to dehydration and hit her head. that caused a concussion. secretary clinton is being treated with blood thinners for that blood clot. it's 6:16. a san diego police officer is in serious condition after his patrol car was hit by a suspected drunk driver. the crash happened early sunday morning. sheriffs deputies say a suspected drunk driver was speeding reason a red light and hit the driver. it was trapped for nearly an hour before firefighters could get him out. the driver that crashed and the officer were not seriously hurt. and was arrested. that leads us right to tara moriarty. you're talking about advising people don't drink and drive on this new years eve. >> definitely. no reason to do that with mass transit offering so many free

where hundreds of thousands of people are expected to pack the streets. are things getting ready for the big night tonight? >> reporter: they are. good morning, to you. and good morning, everyone. i guarantee you it are be warmer in san francisco than it will be here in new york tonight. last year it was about 46 degrees when the ball dropped. it will be nowhere near that this year. it will be 35 or so at midnight. the windchill will like in the upper 20s. lit be really cold here. you guys mentioned the fact there was dress rehearsals this past weekend. there will be about a million people here watching in person in time square. there will also be millions more watching all around the world on television. so organizers here want to make sure that everything goes just fine. yesterday workers here in time square tested the ball to make sure it works just fine and we're happy to report it does. that ball is covered with 2,688 crystal triangles. it's it will by 32,000 led

been lost but they are scheduled to meet in new york again today after a face to face session yesterday. those talks did not include owners or players. sources say the league is hoping for a settlement that would allow a 48 game season. starting in mid january. 6:25. some people say now is the time to buy. starting tomorrow, california sales tax go up one quarter percent all over the state. the new high comes from voter approved prop 30. the sales tax will go up to 7.5%. which translates to about an $86 difference on a big purchase like a honda accord. now that may be small in comparison, but some shoppers figure they will save a few extra dollars while they can. >> with the tax hike, it will be even more expensive. so why not save now. we'll smile and say good morning, to you. thank you for joining us here on ktvu channel 2 morning news. it is monday, december 31st i'm dave clark. >> and i'm tori campbell in for pam cook. it's 6:30. pg&e crews are on the scene of a ruptured natural gasoline in san francisco. it caused big problems for firefighters earlier as they battled a house fire. alex savidge is in san francisco to let us know what is happening there now. good morning, alex. >> reporter: good morning, to you. this was certainly a dangerous situation for firefighters this morning. because while they were battling that huge house fire coming out of this home they were having to deal with a second fire that was coming from the curb side gas valve. flames from that gas line were shooting 15 feet up in the air. pg&e crews had to be called in and they finally came in and shut off the gas line a couple hours after the fact. pg&e representative told me the fire from the home impacted the gas meter and this was not related at all to a faulty line. the fire broke out just before 1:00 in the morning on the 100

block of athens street. there were four people inside the home at the time 37 two of them had to be taken to the hospital. possibly with smoke inhalation. a neighbor told me he woke up and saw huge flames pouring from the house. >> they were coming out both windows and the fire department was already here but i guess they were hooking up all the stuff. i guess the neighbors that lived there were just standing outside just looking at it not contacting none of the neighbors. >> reporter: that fire was contained to just the one home. it was heavily damaged & the battalion chief told me it would if a total loss. pg&e crews spent the morning after the fire had been put out they had to dig up the road so they could shut off the main gas line. they are still working on some of that repair work. patching up the roadway and they expect to be leaving the scene here shortly is what i'm being told. the battalion chief tells me at this point the exact cause for this fire is unclear.

but he also says an arson investigator has been called in here to try to pinpoint what started this fire and the gas line rupture that resulted from it. live in san francisco alex savidge ktvu channel 2 news. 6:32. religious and community leaders in oakland will gather at st. koa almost baa church to remember the city 131 homicide victims in 2012. the vigil will begin at 3:00. oakland police meanwhile are looking for the person who shot and killed a 15-year-old girl yesterday afternoon in broad daylight. they believe the suspect is also young 13-16 years old. it happened when the teen was walking with friends through the lion creek crossing housing project. a baby was with the group but was not hurt. and family cannot make sense of who would do this. >> they were just hanging out. went to the mall. picking up each others friends and go to the mall together.

>> a second victim a 14-year- old boy is recovering with nonlife threatening injuries. authorities are reviewing surveillance video and talking to witnesses who witnessed the shooting. it will be four years since the shooting death of oscar grant. he was shot and killed by bart police officer johannes mehserle. that shooting was captured on cell phone video. a jury later convicted mehserle of involuntary manslaughter. oscar grant family and friends will be holding a vigil tomorrow afternoon at the fruitvale bart station. it's new years eve. police officers are everywhere watching for drivers who may be celebrating too much. the holiday enforcement started last friday and continues through tomorrow night. dui check points are in place to catch impaired drivers. the chp says it's a particularly dangerous time of the year for drives and if you

plan to celebrate the new year by drinking, make sure you have a designated sober driver. the chp also released details of bay area dui related arrests over the past holiday weekend since friday the chp made 123 arrests around the bay area. that is down from 161 arrests during the same time period last year. aaa will also help keep drunk drivers off the road with its tipsy tow program. drivers can call aaa for a free ride and have your car towed home up to ten miles. the tipsy tows will be available from 6:00 p.m. tonight until 6:00 a.m. tomorrow. you don't have to be a aaa member. bart and muni are adding extra service to help thousands of new years eve party goers get home safely. allie rasmus is live to explain what riders can expect with the extra service. >> reporter: they can expect

extra service and in some cases free rides. we're in the embarcadero. behind us is market street. some of the buses there is one parked here on the right. we have seen some of the trains and muni trains and buses going up and down market street all morning. they are all empty right now. fast forward about 12 hours from now. the buss will be very busy. muni is one of the transit agencies offering extended service to accommodate all the new year eves if passengers. muni will run until 4:00 a.m.. ands at fourth and king muni will run until 215 this morning. muni will be free for all riders starting until 8:00 tonight. other truancy agencies will be offering free rides as well. after 11:00 caltrain will be free for all riders. last caltrain ride will leave at 2:00 a.m.. and in san jose vta riders will be free after 7:00 p.m.. on bart you will have to pay for your ticket.

use a clipper card or buy your round trip ticket ahead of time. trains on bart will be running late tonight until 3:00 a.m. tuesday morning. in order to avoid congestion keep in mind trains will not be stopping at all the stations in san francisco. pitts burg trains will stop at the montgomery station. all daly city trains will stop at all the san francisco stations. if you are heading to and from the east bay, make sure you go to the right station to catch your ride home. a lot of options for people partying here in san francisco new years eve who want to leave their car at home which is always a good idea. then you don't have to worry about finding a designated driver. allie rasmus. 6:37. good will stores will have one of their busiest days today because of the annual donate-a- thon. ktvu brian flores joins us from the san francisco mission street location. doors will open up in a little

service until 3:00 a.m.. muni is offering free rides beginning at 8:00 p.m.. it is 6:46 in san jose. the investigation continues this morning into a fire that killed three people including a young child over the weekend. ktvu janine de la vega is in san jose and tells us the fire also left many people without a home. good morning, janine. >> reporter: good morning. i spoke to the red cross in the last hour. and they told me the electricity is still out here in a couple of the buildings and that is why they are helping house 47 adults and 26 children who were displaced by the fire. it started in that apartment that you see on the second story. it's all boarded up. because of all the damage inside. yesterday families came back to their apartments here on bridge port court to gather their belongings. it's been atriaing time for the residents here. they evacuated when a fire broke out at 11:00 on saturday night. their neighbors 56-year-old his

wife and four-year-old granddaughter died before firefighters could get to them. the little girl's mother is grief stricken and neighbors told us in spanish how they feel for her. >> this man says it's such a shame and loss for the family. police officer responded to the fire was taken to the hospital for smoke inhalation but he has been released. arson investigators have been talking to witnesses and gathering evidence which is standard procedure when there is loss of life and damage in a fire. so far there is no cause for this fire just yet. reporting live from san jose janine de la vega ktvu channel 2 news. it is 6:48. starting tomorrow bart will begin giving preference to veterans when it comes to hiring.
